Following review of a complaint about whether usage of the Gold Coast Instrument Landing System (ILS) was in line with established Noise Abatement Procedures (NAPs), the ANO reported to the Board of Airservices and recommended a review of Airservices’ monitoring and reporting on compliance with NAPs more generally. The ANO’s report can be accessed here .
The terms of reference for the review were whether:
- Airservices’ contemporary practice sufficiently acquits the requirements of Ministerial Direction 37/99 to monitor and report on NAPs,
- the information reported publicly is clear and understandable to the community, and
- the process to monitor and investigate non-adherence to NAPs is sufficient to improve NAP outcomes.
The ANO review found that more recently introduced NAPs were clearly monitored and reported, others developed over many years were unclear and loosely monitored, if at all. The review acknowledges considerable improvement by Airservices in this area – a new system with coverage of 10 major airports was introduced in May 2025.
The review also found that the implementation of a comprehensive system of recording, monitoring and publicly reporting on the operations of NAPs was a complex and challenging project and recommended that the ANO monitor Airservices’ progress. The ANO’s review can be found here.
The Board and the ANO have agreed the terms on which the ANO will monitor with the ANO to report to the Board by 30th June 2026.
